Telstra's NBN migration plan receives ACCC approval

The pull through process still undergoing industry consultation

Telstra measures to migrate customers to the fibre National Broadband Network (NBN) have been approved by the Australian Competition and Consumer Commission (ACCC).

The plan include measures around disconnecting copper and HFC services that have not been migrated to NBN connections within the switchover period and building copper lines to supply services in areas that are not serviced by the NBN.

The ACCC said other migration measures might need to be put into place with the fibre-to-the-node NBN.

“The ACCC has approved the measures as they provide appropriate protections to consumers and competition during migration to the NBN and represent significant improvements on Telstra’s initial proposals,” Cristina Cifuentes, ACCC commissioner, said in a statement.

The consumer watchdog said it was continuing to assess other measures Telstra has suggested to help support customers moving to the NBN.

In particular, Telstra has resubmitted a document around the ‘pull through’ connection that NBN Co will use to connect some premises, with the ACCC considering industry submissions around the measure.

Earlier this year the ACCC directed Telstra to improve pull through aspects as part of its migration plan.

The pull through process includes situations where NBN Co may need to use existing copper or the HFC network to pull fibre through the conduit from the street to premises, which will result in temporary outages to existing services.

“Additionally, Telstra is revising a measure for the protection of information that NBN Co provides to Telstra under the migration arrangements so that Telstra cannot use it to gain an unfair commercial advantage over its wholesale customers,” the ACCC said.

The ACCC said it will monitor Telstra’s compliance with the migration plan.
