Objective helps Greater Dandenong City Council to enhance service delivery

 • 19 May, 2009 10:09

Greater Dandenong City Council has selected Objective Corporation (ASX: OCL) to provide an Enterprise Content Management (ECM) solution to improve information management and enhance service delivery to the community.

The City of Greater Dandenong is a vibrant, progressive and exciting municipality. It has a population of 133,000 with a surrounding population in the south east region over 1.43 million. The Council undertakes a variety of functions including statutory planning and building control, local law enforcement, capital infrastructure and maintenance, various human services, valuations and governance and corporate service related functions.

With such an array of services processes to manage, the Council generates, collates, shares and disseminates large volumes of information both internally and externally to the community. The organisation sought an ECM solution that would capture and centralise their information, support knowledge management and increase business process efficiency.

“The general public is our primary concern, we strive for excellence in customer service, and continually challenge everything we do in order to improve our services,” said Mr Mick Jaensch, Director Corporate Services, Greater Dandenong City Council.

“Therefore when our staff expressed concerns in their ability to accurately manage and search for documents and records with our legacy system, we knew we needed to find an information management solution that would provide more value than merely recordkeeping compliance.”

“Introducing Objective will provide information management that will promote collaborative and integrated creation, capture, access and use of the City of Greater Dandenong’s corporate information. It will allow us to build real efficiency into our business processes.”
Objective will be used by 400 users’ enterprise wide as the single repository for all corporate information and as a knowledge management tool.

“Implementing Objective means we will have global access to knowledge that is currently inaccessible because it is within personal inboxes or physical files in offices. This is a real efficiency gain for the organisation. We will have transparency and immediate access to complete information across all levels of the organisation, allowing for more informative and accountable decision-making,” said Mr Jaensch.

In addition to providing a platform for document, correspondence and records management, Objective will integrate with core applications used by the Council including: Merit, the Customer Relationship Management system, Geographical Information System, Asset Management System and TechnologyOne Property and Rating.

“Objective’s ability to integrate with these systems will allow us to have a complete view of the customer across the business. This will minimise the time taken by staff in locating and retrieving information, allowing more time to focus on core business activities and enhanced service levels to the community.”

Other benefits, Greater Dandenong City Council expect to derive from Objective include:

• Improved staff and business unit efficiency resulting in cost savings and productivity gains.
• Reduced operational costs from less paper storage.
• Reduce duplication of information by standardising and automating business processes across the organisation.
• Compliance with Public Records Act, VERS, and Freedom of Information Act.

“There is strong organisational support for implementing Objective and we plan to be very proactive introducing Objective to staff.
Introducing an ECM solution into the business is a massive cultural change for us, so we are putting a lot of effort into involving staff throughout the entire process,” said Mr Jaensch.

“The software’s ease-of-use, strong search functionality and integration with Microsoft Office and Outlook were all seen as key elements to encouraging user uptake by our staff evaluation panel.”

“Objective was selected because of their professionalism during demonstrations and level of experience in Local Government. We believe they will grow with us and support the future direction of the business.”

“The Council is looking forward to a strong collaborative partnership with Objective, and believe we have a successful future ahead of us,” said Mr Jaensch.
