APCC launches e-comm framework

The Australian Procurement and Construction Ministerial Council (APCC) has launched a new national framework on electronic commerce, in an attempt to streamline e-commerce standards in government procurement.

The new framework, released by APCC and the Australian Information Industry Association (AIIA) yesterday, has been designed with the aim of creating a national trading community by providing a secure online trading facility for businesses to trade with government and with each other.

"The APCC has agreed on this national framework because it will lead to system interoperability and consistency in an environment which is seamless for suppliers," said Mike Board, chair of the APCC. The guidelines incorporate a number of issues including; security, authentication, tender management systems, supplier registration, catalogues and identification systems.

Bob Savage, managing director IBM Australia and AIIA director, congratulated the APCC on the formation of the framework but added that more work was needed.

"The federal, state and territory procurement ministers are to be congratulated on the formation of the APCC and for their continued commitment to progressing nationally consistent government procurement policy," Savage said.

"E-commerce gives the opportunity to connect government buyers to their suppliers and to build a national and global electronic marketplace.

"The [APCC] framework provides an open and secure trading facility for businesses both large and small, to trade with federal and state governments and with each other." Savage said, adding, "There is much more to be done. Importantly government needs to continue to show leadership. Industry and government needs to work together cooperatively to progress the many issues."

Board said that the ministerial council will continue to develop and progress mechanisms to ensure that Australian governments and their suppliers have the most cost effective and convenient procurement processes, supported by nationally consistent policies and procedures.
