Peter Harrison, consulting director of enterprise value management for Fujitsu Consulting A/NZ said costs should only be cut after real value has been properly identified.
"Only cut costs when you understand what generates value and where, because there is a typical disconnect between management of projects, operations, strategy, and architecture," Harrison said.
He said an IBM survey of the top 100 companies found 40 percent of IT spend is lost due to problems in project management.
"Up to 90 percent of IT spend is used running the business [and] this needs to move to transforming the business when thinking of building a PMO," Harrison added.
Other senior IT executives who gave presentations at the conference were from the ANZ Bank, Coles Myer, Vodafone and the Australian Government Information.
