The ATO is in the midst of its biggest ever upgrade as part of its over time, over budget Change Program. We get a lot of comment about - a lot negative - about the program. Many say it is really just a waste of taxpayer money. The ATO itself admits it has missed targets and over spent - so is the program worth continuing? I'd argue yes, but I'd also love to hear suggestions for how the agency can improve its accountability in terms of budget spend and timeframes.
Change partners (i.e drop accenture for a local outfit) and give a more public update on a regular basis
Give the stakeholders a personal incentive to save money. I know it goes completely against the grain but it's the only way to save money on the ATO change program or government in general. At the moment there's no reward in government for saving money - just a warm feeling inside. So without that incentive no-one's actually counting the pennies they should be, because as the ATO they've effectively go limitless sums of cash.
